I believe the font is " IMPACT "

i thought so too but i was wondering if there was a font that would display it just like that with that dirty look

Have a closer look:
1. the distortion runs over the whole pict
2. the distortion is different in every letter

Have fun and ... be nice to the cats

It could be Impact, converted into shapes in a vectoring program (e.g. Illustrator) and then tweaked a bit more. My bet's on Impact.
